Responsibilities:
• Assist the Financial Manager in managing the FMS cases.
• Using MISIL/ CEPT, track funding to ensure obligations and expenditures are accurate, available funding is recouped in a timely manner, collections exceed disbursements, and track CEPT violations.
• Monitor all FMS cases and identify financial issues.
• Assist in the reconciliation of FMS cases.
• Provide various financial reports monthly to the Financial Manager, utilizing information obtained
from the various DoD accounting systems.
• Utilize DSAMS to track LORs submitted from LOR receipt to FMS case implementation, and assist in the development of LOAs.
• Administer the processing of visas and the Foreign Visit Request System.
Educational Qualifications: B.A or B.S degree.
Basic Experience Qualification: Must have 4 years of recent (within the last 5 years) FMS financial experience. OR in place of BA/BS, must have 8 years of recent (within the last 10 years) FMS financial experience.
Specialized Experience Qualification: At least 2 years of recent experience (within the last 6 years) in the
following: MISIL and CEPT, financial case and contract reconciliation, FMS case management and execution,
FMS case reconciliation reviews, program management reviews, purpose and types of funding documents, and
FMS case closure. Must have a general understanding of FMS programs and the roles and functions of the DoD
SA/FMS financial infrastructure, including Case Administering Officers, DSCA, Navy IPO, the DFAS
organization, and the DCMA organization.
Security Clearance Requirement: An active US SECRET clearance is required.
